香港政府

行政會議    行政部門    公營機構 立法會    區議會 司法    終審法院    法律制度 - 法例 主權移交後政制改革 港區人大代表 港區政協委員 香港公營機構即係指由香港政府出錢成立同營運嘅半官方機構，佢哋負責特訂公共服務，或者需要較多社會人士參與嘅工作，不過就唔算係政府部門。
呢啲機構多數 (唔係全部) 都係根據法例成立（喺呢個情況入面又可以叫做法定機構或法定組織）。雖然佢哋嘅職能同政府部門好似，但唔屬於政府體系，成員亦唔算係公務員，所以會比起政府部門有較多自主權；同時又為咗確保政府對佢哋有影響力，所以主要決策者都係由政府或行政長官邀請社會人士擔任（多數係義務性質）。有啲機構雖然以商業模式運作，甚至已經上市，不過主要資本仍然屬於政府（好似地鐵有限公司、九廣鐵路公司），咁都仍然算係公營機構。
注意：公營機構同公用事業係有分別。公用事業係指提供重要公共服務嘅機構（好似電力、電話">電話、運輸">運輸等），佢可以由私人擁有，並以盈利為目的。

財政來源
可分為兩類：

受政府經常資助：呢類機構負責需政府經常資助嘅公眾服務，好似醫療同教育">教育。例子有管理全港公立醫院嘅醫院管理局、同教育資助委員會">大學教育資助委員會。
按商業原則運作：呢類機構跟商業原則運作，提供收費服務。例子有九廣鐵路公司、地鐵有限公司（大股東係香港政府）、香港機場管理局。
